Introduction

With the closure of K-12 schools across the country, cancellation of ACT and SAT standardized testing, and disruption of the current academic year due to the COVID-19 pandemic, the California State University (CSU) is temporarily suspending the use of ACT/SAT test scores in determining admission eligibility for the fall 2021 first-time freshmen (FTF) cohort. As a result, a temporary change to CSU admission eligibility criteria for first-time, first-year applicants is necessary.   

The temporary change to exclude ACT/SAT scores eliminates the ability to calculate an eligibility index, the CSU’s traditional means for admissions review. Thus, during this temporary moratorium, the CSU would rely on the “a-g” GPA and meeting the subject area requirements to determine CSU minimum eligibility.  

Applicants who are graduates of a California high school or residents of California and: 

Have an “a-g” GPA of 2.5 or above and have met the minimum “a-g” coursework requirements will be CSU Eligible for admissions  

Have an “a-g” GPA of 2.0 to 2.499 and have met the minimum “a-g” coursework requirements will require further evaluation to determine admission 

Applicants to campuses that are impacted for first-time, first-year students will require further evaluation to determine admission – reliance on the “a-g” GPA and subject area requirements will not suffice 

Applicants to academic programs that are impacted will require further evaluation to determine admission - reliance on the “a-g” GPA and subject area requirements will not suffice 

Applicants who are not graduates of a California high school or are not residents of California and, 

Have a 3.0 or above and have met the minimum “a-g” coursework requirements have will be CSU Eligible for admissions

With the temporary change in admissions criteria, the Multi-Factor Admissions Score (MFAS) evaluation processes have been developed to evaluate any first-time freshman applicant against CSU minimum requirements and additional requirements, as configured by the campuses. Below are the steps for the interaction between the campus and the MFAS evaluation processes: 

Campus determines the FTF population to evaluate.

Campus defines the additional requirements and criteria needed for those in the population who require further evaluation beyond the CSU minimum admissions requirements. This step requires the campus to have thought about what that additional criteria should be, how the additional criteria should be weighted, and what points to equate to the additional criteria.

The MFAS evaluation processes will look at the student data related to the additional criteria and assign the points, defined by the campus, to the student’s data.  

On an output page, the results of the MFAS evaluation processes, including the criteria used by the campus, the points assigned to the student data, and calculate points, will be displayed.

Campuses can then review the data for admission decisions.

 

Overview

The Multi-Factor Admissions Score (MFAS) evaluation processes will weight and add point scoring based on configuration of admission categories and associated criteria. Enrollment Management leaders will need to determine the weighting and scoring appropriate for their campus. It is assumed relevant offices on campuses (e.g. Enrollment Management, Institutional Research) will work together to make weighting and point scoring decisions.

Configuring Multi-Factor Admissions Score

Configuring the Multi-Factor Admissions Score (MFAS) Standard Requirements is required to evaluate applicants against CSU minimum admissibility requirements.

The  Multi-Factor Admissions Score - CSU Minimum Requirements Evaluation (CSU_MFAS1) process uses the requirements/criteria above to evaluate applicants to determine if CSU minimum admissions requirements are met. 

Important: MFAS Residency is determined off the Admissions field on the Residency page.

Applicants with a CA HS Graduated ED Code 68130.5 (D) value in the Admission Residency Exception and/or Tuition Residency Exception fields will automatically be evaluated as a California resident.

The Residency and Visa/Permit Type setup fields work in tandem to determine an international applicant.

Campuses must include all the residency and visa/permit value combinations your campus considers an international applicant. For example:

Applicant with a residency = F with a Visa of F1 is evaluated as an international applicant.

Applicant with a residency = F with a Visa of J1 is evaluated as an international applicant.

Applicant with a residency = F with no Visa will not be evaluated.

Multi-Factor Admissions Score Admissions Category Setup

Configuring the Multi-Factor Admissions Score (MFAS) Admissions Category Setup is required for the further evaluation of an applicant group after the group is initially evaluated against CSU minimum admissibility requirements. The MFAS Admissions Category setup establishes the multi-factor categories to which additional admissions points will be applied.

Campuses need to determine which categories will comprise the additional evaluation of applicants, in order to create the applicant class appropriate for their institution. Campuses need to consider which of those categories carries the most/least weight. CMS Baseline will deliver a standard set of categories, based on the data collected from the Cal State Apply application. The CMS-delivered categories that will be included in the MFAS Review process are listed below.

Multi-Factor Admissions Score Group Setup

The Multi-Factor Admissions Score (MFAS) Group Setup is to be used to define applicant groups that will be evaluated by the MFAS process. Some examples of possible applicant groups are:

All First-time Freshmen, CA Resident/CA High School Graduate

First-time Freshmen, CA Resident/CA High School Graduate – Non-Impacted Majors

First-time Freshmen, Non-CA Resident/Non-CA High School Graduate

First-time Freshmen, International

Note: The MFAS process is comprised of a two-step evaluation process. The first step of the evaluation process evaluates applicants in a group against CSU minimum requirements. The second step of the evaluation process evaluates applicants in a group against additional admissibility requirements. Campuses can configure MFAS Group Setup to determine admissions outcomes after each step of the process for the applicant group.

Running Multi-Factor Admissions Score

Multi-Factor Admissions Score – CSU Minimum Requirements Evaluation

The Multi-Factor Admissions Score – CSU Minimum Requirements Evaluation process should be run to evaluate applicants in a group against CSU minimum admissions requirements. This process will place applicants in one of the three Evaluation Outcomes on the CSU Minimum Reqs tab of the Multi-Factor Admissions Score Group Setup page.

This process picks up applications with a Program Action of APPL and Action Reason setup on the Cal State Apply Posting Defaults page General tab Application Program Data section Default Action Reason setup field.

Once a group has been assigned, this process will not reevaluate the CSU minimum admissions requirements. To reevaluate the CSU minimum admissions requirements, the Multi-Factor Admissions Score – Campus Evaluation process will need to be run.

This process can assign multiple groups to an applicant. For example, an applicant’s application is posted with an initial residency of non-resident and was assigned a non-residency MFAS Group. Later it was determined that this applicant was a resident. This process can put them in a residency MFAS Group.

Multi-Factor Admissions Score – Campus Evaluation

The Multi-Factor Admissions Score – Campus Evaluation process should be run after the Multi-Factor CSU Minimum Requirements process to assign weighted/points criteria for further evaluation. This process will place applicants in one of the three statuses configured on the second tab of the Multi-Factor Admissions Score Group Setup page.

Navigating to the Multi-Factor Admissions Score – Applicant Evaluation page after the CSU Minimum Requirements Evaluation process is run will allow users to view the results of the MFAS – CSU Minimum Requirements Evaluation process.

Note: The resulting MFAS Program Action/Action Reason will not appear in the Program Action/Action Reason fields on the Application Maintenance record. The MFAS Program Action/Action Reason results for each applicant can be added to the Application Maintenance page in a separate process, such as Pop Update using the PeopleSoft delivered Update Program Action/Reason process, as determined by the campus.

Applicant requires further evaluation and will be included in the Multi-Factor Admissions Score – Campus Evaluation process; applicant GPA falls between 2.0-2.49, which requires additional evaluation. MFAS Program Action is Applicant, with an accompanying Program Action Reason.

Example Results of MFAS CSU Minimum Requirements Process – Deny

Applicant meet does meet CSU minimum admissions requirements; applicant is deficient in A-G Semester units. The MFAS Program Action is Deny, with an accompanying Program Action Reason.

Recalculating a Multi-Factor Admissions Score – Applicant Evaluation Manually

The Multi-Factor Admissions Score – Applicant Evaluation Recalculate button allows campuses to re-process an individual applicant who does not have a MFAS Program Action of Admit. The following should be taken into consideration when electing to recalculate an applicant:

The Recalculate process can be run after the MFAS CSU Minimum Requirements Evaluation and/or MFAS Campus Evaluation processes.

The Recalculate process will evaluate weighted/points criteria again, whether existing or new.

The Recalculate process will place applicants in one of the three statuses configured on the second tab of the Multi-Factor Admissions Score Group Setup page.

The results of the recalculation process will appear on the screen and the page audit information (MFAS Status, Last Updated, By) will be updated.

Admitting an Eligible Applicant in PeopleSoft

The Multi-Factor Admissions Score processes will not admit an eligible applicant in PeopleSoft. The program action and action reason results created by the MFAS processes remain only on the MFAS Application Evaluation page. If campuses want to admit eligible applicants in PeopleSoft, campuses can use the PeopleSoft delivered Update Program Action/Reason (SAD_APL_PRG) process.

Processing Steps

Navigate to the Update Program Action/Reason run control page.

Select an existing Run Control ID or create a new Run Control ID.

Select PS Query in the Selection Tool field.

Select the query your campus has created in Query Manage for MFAS in the Query Name field.

Note: The Bind Record for this process is SAD_APL_PRG_BND (Pop Select Program Update).

Select your institution in the Institution field.

Select a program action in the Program Action field.

Select an action reason in the Action Reason field.
